Obrien County Attorney won't press charges

The attached letter shows there is a problem with the Iowa Code that needs addressed.  The O'Brien County Attorney won't press charges because the bicycle isn't a vehicle. 

Except the same rights and duties do apply to the bicyclist.  Who has rights, vehicles or people?
